The challenge

The challenge to be solved is the failure of the local government authority (LGAs) systems and structures to plan and allocate budgets that support vulnerable groups in the areas of Health, Education, and Empowerment in Morogoro Municipal. 

"9 out of 10 identified and verified vulnerable groups don’t receive any support from the local government authority in Morogoro Municipal." (Source: Morogoro Municipal, vulnerable groups support assessment report 2020). 


The project

The Initiative plans to work closely with the Local Government Authority in the advocacy for planning and allocating of the budget that supports vulnerable groups in Morogoro Municipal.

In order to solve the mentioned challenges, we proposed the following solutions:

  1. Advocacy to street and ward leaders on the importance of planning and budgeting that supports vulnerable groups in Morogoro Municipal providing advocacy training to the street and ward leaders.
  2. Advocating the local government authorities that supporting vulnerable groups must be prioritized in the agenda that is discussed in every community meeting.

During the year 2020, Morogoro Municipal Council with the support from MOSAPORG, conducted the exercise of identifying  20,000 vulnerable groups  from all 29 wards in the Morogoro Municipal.

The target population includes vulnerable groups of orphans, street children, widows, people with disabilities (PWDs), and adolescent girls. 

The diagnosis of the situation, through the different interviews and focus groups carried out with the target population, indicated that more than 90% of the population does not have access to budget planning, nor are their suggestions or needs taken into account.

This situational diagnosis influences MOSAPORG and Morogoro Municipal to come up with a strategy to improve community participation in the design and planning of Morogoro Municipal budget".

  • Advocacy training to Local Government Authority Officials: Local Government Authority Officials are the ones who plan,budget and implement.
  • Advocacy training to Morogoro Municipal Councilors: Morogoro Municipal Councilors are the ones who approve plans and budget.
  • Stakeholders supporting vulnerable groups meeting: Stakeholders who sensitize the Local Government Authority to plan and allocate budget for vulnerable groups.
  • Capacity Building training to Policy Makers: Policy Makers who can influence Local Government Authority to planning and budgeting for supporting Vulnerable groups.
  • Attend community meetings: MOSAPORG and Local Government Authority Officials attend Community Meetings to influence communities to start supporting Vulnerable groups.
  • Attend Local Government Authority Planning and Budgeting Sessions: MOSAPORG Staffs invited to attend Local Government Authority Planning and Budgeting Sessions.
  • Introduction of Initiative to the Communities: MOSAPORG and Local Government Authority Officials introduce the Initiative to the Communities.
  • Monitoring of the Initiative activities: MOSAPORG and Local Government Authority Officials will monitor the on going progress of the project activities.


Direct Results:

  • Local Government Authority plan and allocate budget for supporting vulnerable groups in the services areas of Health and Education.
  • Involvement of Communities, especially vulnerable groups during the Local Government Authority planning and budgeting sessions.
  • Local Government Authority prioritizes support to the vulnerable groups.
  • Full engagement of different actors and stakeholders during the Local Government Authority planning and budgeting sessions from the street level, ward level to the district level.
  • Improvement of vulnerable group’s standard of living.
  • Vulnerable groups received Health, Empowerment and Education support.

Indirect Results:

  • Changes of Local Government Authority planning and budgeting in supporting vulnerable groups.
  • Foster a close working relationship in supporting vulnerable groups between Local Government Authority and Social Entrepreneurs like MOSAPORG.
  • MOSAPORG and other stakeholders engaged by Local Government Authority during the planning and budgeting sessions.
  • Capacity building training provided to the Local Government Authority officials increases and improves their working performance in supporting community development projects.
