The challenge

The lack of coordination and collaborative design of public policies among the four municipalities of Jujuy affects 384,485 people, limiting their quality of life and regional development (INDEC, 2022).

The project

The “Sustainable Jujuy” initiative seeks to institutionalize the metropolitan governance ecosystem in the region, optimizing its functioning for the co-creation of large-scale social and structural projects that improve the quality of life of the population. This systemic change will be achieved by improving interaction, communication, and coordination among the various actors, systematizing governance processes, and generating a solid identity with the “ Sustainable Jujuy” brand.

Key objectives include the formal creation of a legal framework and administrative organization for Jujuy, along with the reformulation of agreements and institutional participation. The aim will be to define clear roles for inter-municipal and intra-institutional actors, as well as for other public, private, and third sector institutions, always with a focus on citizen participation. In addition, strategic collaborations will be established with the National University of Jujuy to strengthen research and evidence generation in the co-design of public policies.

The innovation of this project lies in the incorporation of a participatory and collaborative methodology that integrates multiple actors into the process of active metropolitan governance. This allows us to go beyond mere consultation, promoting the co-creation of decisions and solutions adapted to local complexity. The strategic value lies in the ability to generate a replicable model of intermunicipal governance that promotes efficiency in public management and strengthens the social and democratic fabric of the cities involved.

The Jujuy Metropolitan Area, located in the extreme northwest of Argentina, is an urban agglomeration made up of four municipalities: Yala, San Salvador de Jujuy, Palpalá, and San Antonio. This region, home to 384,485 people (INDEC, 2022), faces a crucial challenge: the lack of legal recognition of its role and the absence of formal, institutionalized mechanisms for managing common public affairs.

This situation leads to inefficient management of the metropolitan ecosystem, which translates into lost opportunities for the population, deterioration of citizen trust, democratic and institutional weakness, and planning difficulties. Government projects often stall or are not carried out, directly impacting the quality of life of citizens and the ability of local governments to respond to their needs.

The causes of this problem are diverse. Legally, there is a lack of a legal, administrative, and formal framework to support metropolitan governance. At the social level, citizens are unfamiliar with the Jujuy projects, while politically, coordination between mayors is poor and the issue is not always on the provincial agenda. Communication and coordination are deficient, with no adequate means for dissemination and awareness-raising.

Added to this are digital infrastructure needs, lack of financial resources, ongoing training in technical tools, shortage of physical space and equipment, and lack of suitable human resources. Furthermore, the absence of a culture of collaboration between ministries and municipalities, undefined bureaucratic processes, lack of commitment from stakeholders, and poor coordination in management and project structures contribute to perpetuating the problem.



Redesign and Implementation of the Framework Agreement: Formalization of the 2022 framework agreement with rules, roles, and responsibilities, and its implementation. (Duration: 2 months, Frequency: 1 meeting every 15 days)

Creation of an Innovation Laboratory: Design and implementation of a physical and methodological space between municipalities and the university for research, data systematization, and knowledge contributions. (Duration: 3 months, Frequency: 1 meeting every week)

Jujuy Communication Plan: Design and implementation of a transmedia communication plan for the systematic dissemination of co-created actions and projects, including a web portal, newsletters, graphic design, and RSS channels. (Duration: 3 months, Frequency: 1 meeting every 15 days)

Operation of Multilevel Thematic Working Groups: Formalization of activities and regulations for the thematic working groups, with application and provision for a modality, frequency, and organization (minutes, photos, videos, summaries, and agendas). (Duration: 10 months, Frequency: 1 meeting every 15 days)
