The challenge

The challenge is to reduce urban sprawl towards areas with steep slopes to prevent the clearing of native flora and mitigate the effects of climate change.

During the last 5 years, real estate developments (formal and informal) have intervened in the foothill area categorized as Zone II (yellow) according to the Forest Law. This is an area of approximately 90 hectares in the North District, categorized as an area of medium to high conservation value. To the point that the municipality filed an "environmental injunction" due to the risk posed by a sector occupied by informal settlements. The northern district includes 774 families informally settled in at-risk areas, 20% of which occupy protected piedmont areas.


The project

The project proposal is to have a network of trails, simultaneously bordering with a urban sprawl, protecting the yungas forest surrounding the city and minimizing the effects of climate change.

This will be an interconnected system of observation points and singular sites, standing out for their flora, fauna or by the delivery of a service. The trails run through privately owned land, where tourism activities are carried out by owners and specialized tour guides, operating under a legal framework formalized by the municipality.

The Sustainable Green Path  poposes a safe and signposted space, used as a sustainable area for work, recreational and environmental education activities, protected by the community of San Salvador de Jujuy.

San Salvador de Jujuy is a city located in northwestern Argentina, head of the department of Doctor Manuel Belgrano and capital of the province of Jujuy. It is located at 1,259 meters above sea level, at the confluence of the Grande and Xibi Xibi rivers, surrounded by mountains with lush vegetation. It has a population of 304,000 inhabitants (2020 projection). It has a temperate climate and moderate year-round temperatures ranging from 10°C to 25°C annual average, although there are frequent frosts and snowfalls on cold winter days.

With regard to the environmental situation, the results of the greenhouse gas inventory show that a large part of urban emissions are offset naturally thanks to the existence of large areas of native forests in the immediate surroundings of the metropolitan area. At the same time, there is a lack of information on risk zoning, exposed infrastructure and vulnerable areas, together with a lack of management and contingency plans with allocated budgets.

In terms of land use, the metropolitan area of Greater Jujuy is characterized by: i) the growth of the urban footprint in areas with steep slopes greater than the growth of the population, ii) the scarce presence of qualified green spaces, iii) the existence of urban voids in the consolidated area and, iv) the concentration of commercial and service activities in the center of the capital city. However, there are no regulations that address this situation from a metropolitan perspective.

In relation to tourism development, there are many challenges to be faced, such as: i) lack of data, ii) lack of development strategies and tourism circuits linked to ecotourism, iii) low percentage of jobs in the activity, iv) low average tourist stays, and v) dominance of the tourism market by the neighboring province.

  • 38 signs distributed along the trail.
  • 195 people trained in environmental education and yungas protection.

Indirect Results

  • The population is aware of the yungas and the importance of their environmental services.
  • In the town of San Salvador de Jujuy there are safe recreational proposals with a gender perspective.

Expected impact

  • By 2023, urban sprawl in the protected piedmont of Distrito Norte is expected to be halted, as the number of urbanized or deteriorated hectares will not increase.
  • Add landowners interested in the project, in order to increase the number of km of the trail by 30% in 12 months.
  • Safeguard biodiversity, conserving the 110 birds surveyed and preserving the 70 existing tree species within 12 months.
  • Increase the number of local visitors and tourists by 20% in one year, increasing the number of overnight stays in the city to 3 nights.
